James D. Stoker II, CIMA
Principal
Mr. Stoker is the principal founder of WaterStreet Investment Consultants. With more than 26 years of experience, he consults to endowments, foundations, individuals, and public and private companies on investment management and policy, fiduciary responsibility, custody, and trust matters. Prior to founding WaterStreet, Mr. Stoker spent 19 years with Smith Barney’s Consulting Group where he was a Director responsible for evaluating and monitoring investment advisory firms and providing consulting services to institutional clients. Mr. Stoker’s previous positions include Senior Financial Analyst at Cooper Industries, Senior Financial Analyst and Corporate Cash Manager at DSC Communications (Alcatel), and 2nd Lieutenant, U.S. Army, FA.

He is the past president of The Association of Professional Investment Consultants and, in 2004, he was awarded the prestigious Tom Gorman Award, which recognizes service, stewardship, and commitment to membership. Mr. Stoker also earned the Harry Irvine Award for ethics and commitment to clients in 1997, the Smith Barney 401(k) Consultant of the Year Award in 1993, and Smith Barney’s Consulting Group’s Professionalism Award in 1992. Active in the community, he has served on the boards of a number of not-for-profit organizations and he currently serves on the board of an educational institution.

Mr. Stoker holds a B.S. in Finance from the University of Arkansas and an A.A. from the New Mexico Military Institute. He received a Certified Investment Management Analyst designation from the University of Pennsylvania’s Wharton School of Finance, and he is a CFA candidate.

Laura E. Bonner
Chief Operating Officer
Ms. Bonner, a founder of WaterStreet Investment Consultants, is the firm’s Chief Operating & Compliance Officer responsible for managing the finance and accounting, human resources, operations, and compliance departments. Ms. Bonner is actively involved in maintaining and implementing the firm’s Code of Ethics, as well as internal compliance procedures as required by the Securities and Exchange Commission. Prior to joining WaterStreet, Ms. Bonner was a Group Administrator with Smith Barney’s Consulting Group. In this role, Ms. Bonner developed operating budgets and coordinated capital expenditures, monitored the group’s profitability, and managed the operations and internal budgets for the regional office.

Ms. Bonner is also a board member of the WaterStreet Foundation. She holds a Masters of Education from The University of Texas at Austin and a Bachelors of Applied Arts & Science from The University of North Texas.

Kelly D. Chimera
Senior Investment Consultant
Ms. Chimera, a founder of WaterStreet Investment Consultants, is a Senior Investment Consultant specializing in consulting to endowments and foundations. Ms. Chimera brings more than 10 years of experience to the firm, where she is responsible for conducting quarterly client meetings, attribution analysis, manager due diligence, asset allocation, and investment policy development. A member of the Investment Committee, Ms. Chimera conducts capital markets and investment manager research and analysis. Prior to joining WaterStreet, Ms. Chimera was an Investment Management Analyst with Smith Barney’s Consulting Group responsible for client service, performance reporting, asset allocation analysis, and manager research and selection.

She is Vice President and board member of the WaterStreet Foundation. Ms. Chimera earned a B.B.A. in Finance from The University of Texas at Austin. Ms. Chimera earned the designation of an Accredited Investment Fiduciary Analyst by the Center for Fiduciary Studies, and she is a CFA candidate.

Gregory S. Kalb
Senior Investment Consultant
Mr. Kalb, a founder of WaterStreet Investment Consultants, is a Senior Investment Consultant specializing in alternative investment research and analysis. He serves WaterStreet’s clients by conducting quarterly client meetings, attribution analysis, manager due diligence, asset allocation, and investment policy development. He is a member of the Investment Committee responsible for capital markets and investment manager research and analysis. Prior to joining WaterStreet, Mr. Kalb was an Investment Management Analyst with Smith Barney’s Consulting Group. In this role, he conducted asset/liability analysis for defined benefit pension plans, structured model portfolios for client’s assets, performed diversification testing on insurance-dedicated portfolios, and developed investment policy.

Mr. Kalb is a WaterStreet Foundation board member. He earned a B.B.A. in Finance from The University of Texas at Austin. Mr. Kalb was awarded the designation of an Accredited Investment Fiduciary Analyst by the Center for Fiduciary Studies, and he is a CFA candidate.

Sara L. Seely, CFA
Senior Investment Consultant
Ms. Seely, a founder of WaterStreet Investment Consultants, is a Senior Investment Consultant. A specialist in liability-based consulting, Ms. Seely conducts quarterly client meetings, attribution analysis, manager due diligence, asset allocation and investment policy development. She is also a member of the Investment Committee responsible for conducting capital markets and investment manager research and analysis. Prior to joining WaterStreet, she was a Investment Management Analyst with Smith Barney’s Consulting Group responsible for client service, performance reporting, asset allocation analysis, and manager research and selection. Ms. Seely began her career as an Internal Auditor at Texaco.

In 2004, she received the Smith Barney Consulting Group’s Southern Division Analyst of the Year Award for outstanding investment consulting analysis. Ms. Seely is a board member of the WaterStreet Foundation and the CFA Society of Austin. She graduated Summa Cum Laude with Honors with a B.B.A. in Finance from Texas Tech University. Ms. Seely is a CFA charterholder.

Brooke D. Somers
Senior Investment Consultant
Ms. Somers, a founder of WaterStreet Investment Consultants, is a Senior Investment Consultant specializing in consulting to family offices. She is responsible for investment manager research and analysis. Ms. Somers also conducts quarterly client meetings, attribution analysis, manager due diligence, asset allocation, and investment policy development. As a member of the Investment Committee, Ms. Somers is responsible for capital markets and investment manager research and analysis. Prior to joining WaterStreet, Ms. Somers was an Investment Management Analyst with Smith Barney’s Consulting Group responsible for performance reporting, asset allocation analysis, and manager research and selection. She began her career as an Investment Analyst for CapTrust Financial Advisors responsible for manager research, due diligence, and asset allocation.

Ms. Somers serves on the board of the WaterStreet Foundation. She earned a B.A. in Economics and International Studies from the University of North Carolina at Chapel Hill. She is a Chartered Alternative Investment Analyst candidate and a CFA candidate. Ms. Somers earned the designation of an Accredited Investment Fiduciary Analyst by the Center for Fiduciary Studies.

Stacey N. Tyer
Operations Manager
Ms. Tyer joined WaterStreet Investment Consultants in 2006 as Operations Manager. In this capacity, she is responsible for the transition and installation of new clients, trade execution, and account inquiries and maintenance. Ms. Tyer manages the development of monthly and quarterly performance reviews, construction of quarterly client invoices, and the maintenance of operational software. Prior to joining WaterStreet, Ms. Tyer was an Investment Administrator at Alliance Bernstein Investment Research & Management. While in this role, she assisted portfolio managers in the implementation and execution of investment strategies, and analyzed and monitored new and existing accounts to maintain proper asset and security allocation.

She also serves as a board member for the WaterStreet Foundation. Ms. Tyer graduated Summa Cum Laude with a B.B.A. in Finance from Texas State University. Ms. Tyer is a CFA candidate.

C. Barrett Dow
Operations Analyst

Mr. Dow joined WaterStreet Investment Consultants in 2007 as an Operations Analyst. In this capacity, he is responsible for creating monthly performance reports, preparing quarterly performance reviews, and maintaining operational software. He also assists in the creation and maintenance of the standard operating procedures for the firm’s back-office operations.

Prior to joining WaterStreet, Mr. Dow was a Financial Examiner at the Texas State Securities Board responsible for performing on-site inspections of broker/dealer and investment adviser firms and investigating investor complaints.

Mr. Dow serves on the board of the WaterStreet Foundation. He earned a B.B.A. in Finance from The University of Texas at Austin.

Mitchell J. Herr
Operations Analyst
Mr. Herr joined WaterStreet Investment Consultants in 2007 as an Operations Analyst for the Operations team. In this capacity, he is responsible for creating monthly performance reports, preparing quarterly performance reviews, and maintaining operational software. Mr. Herr also assists in the creation and maintenance of the standard operating procedures for the firm’s back-office operations.

Mr. Herr serves on the board of the WaterStreet Foundation. He graduated Summa Cum Laude with a B.B.A. in Finance and Marketing from St. Edward’s University in Austin. He is currently a candidate for a Masters of Business Administration in Finance and Marketing at St. Edward’s University in Austin.

Leslie K. Williams
Human Resources Manager
Ms. Williams, a founder of WaterStreet Investment Consultants, is Human Resources Manager. In this role, she manages human resources, accounting, the firm’s budget, benefits administration and payroll. Ms. Williams serves as a member of the Compliance Committee where she is actively involved in legal and regulatory issues related to the firm and its employees. Prior to joining WaterStreet, Ms. Williams was the Assistant Practice Administrator at Walker, Bright, & Lewis, P.C. here she assisted with the administrative practices at the firm, including accounts payable, technology, facilities management, and human resources.

Ms. Williams serves as a board member of the WaterStreet Foundation. Ms. Williams holds a B.A. in Economics from The University of Texas at Austin.

Bret D. Biggart
Director of Sales and Marketing
Mr. Biggart joined WaterStreet Investment Consultants in 2008 as the
Director of Sales and Marketing. In this capacity, Mr. Biggart develops
and implements business development initiatives, and manages marketing
communications and public relations. Prior to joining WaterStreet, he
was Vice President of Business Development at Saracen Energy Advisors.
In this role, Mr. Biggart managed investor relations with prior,
current, and prospective investors, which included domestic and
international high net worth individuals, fund of funds, endowments,
foundations, and public pensions. While at Saracen, Mr. Biggart
developed strategic initiatives, including new fund launches and
development of specialized products. Prior to Saracen, Mr. Biggart's
investment background consisted of over four years with two private
equity firms. First, as a senior analyst at Pacific Corporate Group - a
private equity management and consulting firm and, most recently, as an
Associate at Genesis Park - a Texas based private equity firm. Mr.
Biggart's background includes the analysis of investments across a broad
range of structures including venture capital, growth financing,
leverage buyouts, mezzanine, and distressed debt.

Mr. Biggart received an MBA from the Jones School of Business at Rice
University and earned a B.A. from the University of Texas at Austin.
